To this end, HM Treasury, the Royal Bank of Scotland and NatWest have adopted an innovative and well regarded format, the open space event, a rolling programme of events in the most deprived areas across the country - the 2,000 wards or local areas where the Government is targeting policy.

An open space event is particularly applicable in situations where a wide range of perspectives can be brought to bear on a complex theme.

Those expecting a highly managed, carefully controlled event may find the format unusual.  Most of the time will be intentionally unstructured, discussion-based and thematic.

Participants will set the detailed agenda of the event and it is hoped those attending will contribute fully and frankly.  Every participant will take home a 'report' on the issues and solutions identified -

an agenda for action to make it happen.
